Tile policy. Area downloads use only USGS National Map topo tiles (public domain), from z10 up to the zoom you choose, capped at 3,000 tiles and fetched a few at a time. OpenStreetMap and OpenTopoMap tiles are never bulk-downloaded, as their tile policies forbid it. Tiles you actually view are kept in a small cache (up to 1,500 tiles) so recently seen areas still show offline.
Use the layers button (top right) to switch base maps and toggle USFS trails.
